名勝天都山の山頂に位置する流氷とオホーツク海の生き物をテーマとした観光施設です。
北海道最大級の常設プロジェクションマッピングが楽しめるほか、正面と左右上下に展開する総インチ数400インチの 大迫力5面シアターや流氷の天使「クリオネ」を間近で見たり、マイナス15度の流氷体感テラスでは、本物の流氷を100トン展示してあり、実際に触れることができます。
